I sincerely welcome you to the 38th Busan International Short Film Festival in 2021.

2020, the year of chaos, has passed and a new season has arrived. Although the global pandemic situation has not yet completely ended, I believe that we will overcome this disaster thanks to everyone's efforts. At present, cinema is experiencing a phase of dramatic change, unlike any that have come before. The news from the film industry in recent years brings this change to light. A new era, a new paradigm, and a new movement called “Post-Cinema” demand a shift in our perception of current cinema and film festivals.

In this situation, the Busan International Short Film Festival has undertaken a thirty-eight step program with the theme “state of exception”. This year's festival will be conducted under many limited circumstances. However, based on last year's experience, we made our best efforts to invite you to more experimental and creative programs in order to restore the original values of the art of cinema.

I would like to express my gratitude and support to all the filmmakers for their great films, despite the exceptional circumstances, and I would like to sincerely thank all of you who have helped put together this year's festival. I hope to be able to share the essence of short film culture with you for the next six days and I wish all of you peace and happiness.
